Portugal: Locations, crews and production incentives

In recent years, Portugal has established itself as an international destination for film and audiovisual production.

This recognition has been strengthened by the creation of the Tourism and Cinema Support Fund, which enabled the implementation and consolidation of production incentives, as well as by a strategic effort to promote the sector among key industry players and international events.

Added to this are factors such as the diversity of landscapes and heritage, production conditions, and the qualification of professionals – all of which enhance the country’s attractiveness for both national and international productions.

 

Diversity of landscapes

Within a small territory, Portugal offers a wide range of settings: from mountains to plains, forests to beaches, and historic towns to contemporary urban centres.

This variety of locations within a short geographical distance allows for easy travel, efficient logistics and visual versatility, meeting the needs of productions of different scales.

 

Financial incentives

Pic Portugal is one of the most important tools for attracting international productions.

While the Cash Rebate Incentive was created under the Tourism and Cinema Support Fund, with an allocation of 14 million euros for 2025, the Cash Refund Incentive was introduced through the 2024 State Budget Law, with an annual allocation of up to 20 million euros.

Pic Portugal also finances scouting missions for foreign producers considering filming in Portugal, up to a limit of 15.000 euros per mission.

This system reflects a strategic investment in the sector, aimed at strengthening international visibility and increasing its competitiveness.

 

Qualified professionals

Portuguese technical and creative crews are recognised for their competence, experience and adaptability, with extensive international production experience and fluency in multiple languages.

Portugal maintains co-production agreements with more than 60 countries worldwide, including all Portuguese-speaking nations  representing over 250 million Portuguese speakers – and several Latin American countries.

There is also a network of regional film commissions and an expanding offer of specialised companies and services that support productions through every stage of development.

 

Climate, infrastructure and stability

With a mild climate, more than 300 days of sunshine per year and long periods of natural daylight, Portugal offers excellent conditions for outdoor filming.

A safe and stable country, its transport infrastructure and ease of access between regions further strengthen producers’ confidence in choosing Portugal as a filming destination.

A country that combines historical heritage and modernity, technical capacity and financial incentives – positioning itself as a reliable and forward-looking partner for film and audiovisual production on an international level.
